3 Registration Objective

To provide advance information about Steel imports to Government and relevant stakeholders.

To provide statistical data on steel imports entering India prior to arrival of imports.Once a week, the data submitted on steel licenses are compiled, checked and published on Ministry of Steel website for the public to analyse.

4 Products / items Covered Ch 72, 73 and 86 of ITC (HS) 2017 (524 Steel tariff lines)
5 Effective Date w.e.f 16-10-2020, i.e.,Bill of Entry (B/E) filed on or after 16-10-2020 shall require compulsory registration under SIMS.
6 Who are eligible Importers, Importing Agents, Brokers
7 Eligibility Criteria License must be filled out prior to submitting the Bill of Entry with Customs.
8 When to apply Importer can apply for online registration not earlier than 60th daybefore the expected date of arrival of import consignment / imports into India. The registration number thus granted shall remain valid for a period of 75 dyas.

11 Manual Submission of Documents No manual documents are to be submitted to any public authority for this purpose.

Policy Circular No 29 dated 04-10-2019- Department clarification regarding SIMS

Policy Circular No 30 dated 08-01-2020- If goods imported to SEZ under SIMS and are supplied to DTA unit without any processing, the DTA unit need not require SIMS. If manufacturing process in SEZ results in change of HS code, the DTA unit shall require to register under SIMS.

14 Validity Automatic Registration Number granted shall be valid for a period of 75 days
15 Single / Multi Purpose SIMS is applicable to imports through Advance Authorisation, DFIA and import to SEZs.
16 One time requirement / Repetition Required for each Customs entry.
17 Can one license application cover multiple products Yes, one license application can cover multiple products. SIMS has the provision of adding multiple items for each registration provided the importer, exporter, manufacturer, country of origin and port of exportation is the same.
18 Post Compliance Importer shall have to enter the Registration Number and expiry date of Registration in the Bill of Entry to enable Customs for clearance of consignment
