3 Registration Objective To provide advance information in an online system about Coal imports.
4 Products / Items Covered Items of Chapter 27 of ITC (HS), 2017 listed at Annexure-I
5 Effective / Implementation Date w.e.f 01-04-2021, i.e., Bill of Entry (B/E) filed on or after 01-04-2021 for the items listed below at Annexure - I shall require compulsory registration under CIMS.
6 Who are eligible Importers, Importing Agents, Brokers
7 Eligibility Criteria License / Registration must be filled out prior to submitting the Bill of Entry with Customs.
8 When to apply The importer can apply for registration not earlier than 60th day and not later then 5 days before the expected date of arrival of import consignment.
9 How to Apply - Off-line / Online Online (w.e.f. 15-02-2021)
10 Application / Registration Fee ₹ 1 for ₹1000 CIF Value ; Min ₹ 500/- Max ₹ 1 lakh
11 Manual Submission of Documents No manual documents are to be submitted to any public authority for this purpose.
12 Earlier Insights

Notification No 49 dated 22-12-2020 - "Import under above HS codes of this chapter (27) shall require compulsory registration under CIMS by inserting Policy Condition No 7."


CIMS will be effective from 01-02-2021, i.e B/E on or after 01-02-2021 shall require registration under CIMS. Online facility available w.e.f 31-12-2020.


Public Notice No 56 dated 28-01-2021 - Implementation date for CIMS shall be 01-04-2021 i.e B/E on or after 01-04-2021 shall require registration under CIMS. Online (w.e.f. 15-02-2021)

14 Validity Automatic Registration Number granted shall be valid for a period of 75 days
15 One time requirement / Repetition Required for each Customs entry.
16 Can one license application cover multiple products Yes, one license application can cover multiple products. CIMS has the provision of adding multiple items for each registration provided the importer, exporter, manufacturer, country of origin and port of exportation is the same.
17 Post Compliance Importer shall have to enter the Registration Number and expiry date of Registration in the Bill of Entry to enable Customs for clearance of consignment
