What is RCMC?

RCMC stands for Registration Cum Membership Certificate. It is issued by Export Promotion Councils to exporters. RCMC is required for availing benefits under Foreign Trade Policy (FTP) 2015-20 and for availing authorization/license/certificate/permissions.

As per the Foreign Trade Policy, any person, applying for:

  • An Authorisation to import/export (except items) from the DGFT or any office authorized by the DGFT
  • Any other benefit or concession under FTP

Is required to furnish or upload on DGFT's website in the Importer Exporter Profile, the Registration-Cum-Membership Certificate (RCMC) granted by competent authority in accordance with the procedure specified in the Handbook of Procedures unless specifically exempted under FTP.

Who Must Register for RCMC?

The following entities must register for RCMC:

  • All exporters who intend to avail benefits under the Foreign Trade Policy
  • Exporters who wish to participate in government-sponsored export promotion schemes
  • Exporters who want to participate in international trade fairs and exhibitions under government sponsorship
  • Exporters who need to claim duty drawback, duty exemption, or other export incentives
  • Exporters who want to be recognized as registered exporters by foreign buyers and international organizations
  • Merchant exporters and manufacturer exporters dealing in products that fall under the purview of specific Export Promotion Councils
  • Service exporters who wish to avail benefits under the Service Exports from India Scheme (SEIS)

However, the following categories are exempted from obtaining RCMC:

  • Importers who do not export at all
  • Exporters of items which are not covered by any Export Promotion Council/Commodity Board
  • Exporters of services who are not covered by any Services Export Promotion Council

Issuing Authorities for RCMC:

RCMC may be issued by the concerned Export Promotion Council (EPC) / Commodity Board / Development Authority or other competent authority as prescribed in the Handbook of Procedures.

A status holder has the option to obtain RCMC from Federation of Indian Exporters Organization (FIEO). In case a status holder opts for RCMC from FIEO, the RCMC should indicate the status holder category.

Validity Period of RCMC:

RCMC shall be deemed to be valid from 1st April of the licensing year in which it was issued and shall be valid for five years ending 31st March of the licensing year, unless otherwise specified.

  • GST Registration Certificate
  • Address Proof (Electricity Bill/Rent Agreement/Property Tax Receipt)
  • Bank Certificate
  • Memorandum and Articles of Association (for companies)
  • Partnership Deed (for partnership firms)
  • Passport size photographs of the proprietor/partners/directors
  • Self-declaration regarding SSI/Non-SSI status
  • CA Certificate for export turnover (if applicable)
  • Copy of previous RCMC (in case of renewal)

Duplicate RCMC:

In case the original RCMC is lost or misplaced, the issuing authority may consider requests for grant of a duplicate copy of RCMC on payment of the prescribed fee and on submission of an affidavit.

De-Registration:

The RCMC issuing authority may de-register an RCMC holder for a specified period for violation of conditions of registration. Before such de-registration, the RCMC holder shall be given a show cause notice by the RCMC issuing authority.

Appeal:

A person aggrieved by a decision of the RCMC issuing authority in respect of issue/renewal/refusal of RCMC or de-registration of RCMC may file an appeal to DGFT or an officer designated by him within 45 days against the said decision and the decision of the appellate authority shall be final.
