Revised MSME Classification & Limits
The new classification is based on both Investment and Annual Turnover:

- Investment Means: Investment in Plant & Machinery or Equipment (Tangible Assets only)
- Excludes: Land, Building, Furniture & Fittings
- Includes: First-hand or second-hand Plant & Machinery or Equipment (without GST)

Existing Enterprises
As per Income Tax Return (ITR) of the previous years filed under IT Act 1961.
New Enterprises
Based on Self-declaration of the Promoter of the Enterprises.
π° Calculation of Turnover
Turnover excludes "Exports of Goods or Services or both" (i.e., Domestic sale without GST only β As per ITR)

PAN & GST number are mandatory for all registrations from 01.04.2021.
Reclassification Rules
π Lower to Higher Category (Micro β Small/Medium, Small β Medium)
- Enterprise will be placed in applicable category based on their eligibility (higher category)
- Enterprise will maintain its prevailing status for at least 1 year from the close of the year of registration
π Higher to Lower Category (Medium β Small/Micro, Small β Micro)
- Enterprise will be placed in applicable category based on their eligibility (lower category)
- Enterprise will continue in its present category till the closure of the financial year
- Benefits will be given with effect from 1st April of the financial year following the year in which such change took place
Single Window System for Grievance Redressal
- Champions Control Rooms & offices of Ministry of MSME including the Development Institutes (MSME-DI) act as single window system
- District Industries Centres (DICs) facilitate registration in their respective districts
- General Manager of DIC handles discrepancies and complaints through proper enquiry channels
- Matters are forwarded to Director/Commissioner/Industry Secretary of State Government for amendments or recommendations to Ministry of MSME

Easy Licensing: Higher preference for government licenses, certifications, registrations, and approvals
ISO Certification: Reimbursement on payments made for obtaining ISO certificate
Patent Registration: Subsidy available for patent registration
Manufacturing Reservation: Reservation of products for exclusive manufacturing by MSMEs
IPS Subsidy: Industrial Promotion Subsidy (IPS) eligibility and capital subsidies
International Trade: Special consideration on international trade fairs and bar code registration subsidy
Government Schemes: Access to benefits under various Central & State Government schemes
CLCSS Eligibility: Eligible for Credit Linked Capital Subsidy Scheme and other financial assistance programs
Effect on Existing Enterprises
π For Enterprises Already Registered (EM-Part-II or UAM)
- Existing enterprises registered before 30.06.2020 will be re-classified as Micro, Small, or Medium
- These registrations shall continue to be valid only up to 31.03.2021
- Enterprises must re-register under the new Udyam system
